Gov. Michelle Lujan Grisham signed a bill on March 5 that House GOP leader had asked her to veto in a letter the day before because a provision in the bill would stop New Mexicans from accessing public records.
"There have been numerous concerns expressed by pro-transparency advocates throughout New Mexico regarding a provision in House Bill 364 Public Sector Collective Bargaining Changes that will deny New Mexicans access to information related to public employees' names, salaries, and hire dates," James Townsend, Republican Floor Leader, said in the letter.
HB 364 was labeled a dummy bill that was debated and passed in the house in approximately 48 hours.

"After being drafted and passed under cover of night, the light has shone on HB 364 and revealed a dangerous mistake,” Townsend said in a press release on March 4. “Transparency and fairness are principles that we can deliver to New Mexicans, let’s start by fixing this erroneous mistake.”
