New Mexico partners with BorderPlex for $5 billion digital campus creating 1,000 jobs

Governor Michelle Lujan Grisham has announced a partnership with BorderPlex Digital Assets, LLC, aimed at enhancing New Mexico's digital infrastructure. This collaboration is expected to create 1,000 jobs and stimulate economic growth in the region. A Memorandum of Understanding (MOU) between the State of New Mexico and BorderPlex Digital Assets formalizes this agreement.

The project involves constructing the first integrated Digital Infrastructure Campus in Santa Teresa. The campus will integrate power and water infrastructure with advanced manufacturing, logistics, and data center facilities. "This groundbreaking partnership further cements our reputation as a national leader in advanced manufacturing and global trade," stated Gov. Lujan Grisham.

Lanham Napier, Chairman of BorderPlex Digital Assets, expressed enthusiasm for the initiative: “We firmly believe that the next wave of frontier tech belongs on the American frontier.”

The campus will combine various infrastructures like advanced manufacturing, data centers, utility and microgrid power generation, water treatment, industrial cooling, fiber, and computing infrastructure. It aims to serve as an economic engine by providing jobs in construction, logistics, IT, and manufacturing while driving local investments.

The development targets data-heavy technology companies and trade-centric businesses. Over the next decade, BorderPlex Digital projects $5 billion in construction spending with significant investments in IT equipment purchases and manufacturing equipment annually.

Rob Black from EDD highlighted the broader impact: “The BorderPlex Digital Infrastructure Campus will have a ripple effect across Southern New Mexico and the border region.” Discussions are ongoing about statutory incentives such as tax credits and workforce training programs.

Davin Lopez from MVEDA emphasized its significance: “Investment in critical infrastructure... is precisely the type of development we’ve been working to attract.”

El Paso Electric has collaborated closely with BorderPlex Digital over two years to design necessary infrastructure support. Kelly Tomblin from El Paso Electric noted their role: “This partnership reflects El Paso Electric’s commitment to powering the region’s future.”

Orion Digital Infrastructure is set to provide integrated power solutions for faster deployment while attracting AI investment. Peter Gibson from Orion commented on their approach: “By integrating power... we’re delivering a uniquely scalable solution tailored for AI.”

BorderPlex Digital is also partnering with New Mexico State University on water management solutions. NMSU President Valerio Ferme mentioned their contribution: “Our expertise... will directly support economic development through research.”

EPCOR is exploring a water desalination project in Santa Teresa to address long-term water needs for this hub. Daniel Bailet from EPCOR remarked on their involvement: “Delivering sustainable... water is critical to continued economic development.”

Further collaborations include leveraging new technologies for road construction offering alternatives to traditional asphalt. Conversations are ongoing with DACC and NMSU regarding academic support related to technical training and AI.

These efforts underscore both Governor Lujan Grisham's administration's focus on compliance with energy transition goals through community-centered projects.
