The new bill authored by State Sen. Linda Lopez in the New Mexico Senate seeks to expand and update juvenile community connections programs and grant administration, according to the New Mexico General Assembly.
The bill, introduced as SB 305 during the 57th general assembly on Wednesday, Feb. 4, was formally listed with the short title: ’Juvenile Corrections Fund Uses’.
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill renames the Juvenile Community Corrections Act as the Juvenile Community Connections Act and expands the juvenile community connections grant fund to support research-based intervention and risk reduction services for children under 18, youth ages 18 to 22 and adjudicated delinquents referred to juvenile justice services. It allows the children, youth and families department to make grants or directly operate programs, sets caps on administrative spending, and outlines grant application criteria, including use of volunteers and limits on funding to class A counties. The bill also clarifies selection panel roles and updates tort and governmental immunity laws to cover members of these panels.
Linda Lopez, the chair of the Senate Health & Public Affairs Committee, proposed another 38 bills during the 57th general assembly. She is also a member of the Senate Rules Committee, an advisory member of the Legislative Education Study Committee, the vice chair of the Legislative Health & Human Services Committee, a member of the Tobacco Settlement Revenue Oversight Committee, an advisory member of the Water & Natural Resources Committee, an advisory member of the Land Grant Committee, an advisory member of the Indian Affairs Committee, and an advisory member of the Federal Funding Stabilization Subcommittee Committee.
In New Mexico, the legislative process involves multiple steps: a bill is introduced in either the House or Senate, assigned to a committee for review, debated and voted on in both chambers, and, if approved, sent to the governor for signature or veto. The Legislature meets annually, commencing on the third Tuesday in January, with 60-day sessions in odd-numbered years and 30-day sessions in even-numbered years. While numerous bills are introduced each session, only a fraction successfully navigate the process to become law. You can read more about bills and other measures here.
