A private design and engineering firm has presented three possible development concepts for the Albuquerque Fairgrounds and International District, as part of a master planning effort aimed at revitalizing the area. The proposals were unveiled by Stantec, which was hired by New Mexico’s General Services Department following a competitive bidding process in summer 2025.
The three concepts focus on mixed-use housing, improvements to traffic and pedestrian safety, new entertainment venues, and several acres of public green space. All are intended to generate feedback from local residents and stakeholders before a final plan is chosen. The state is seeking community input online and will hold a final meeting to discuss the options in early January.
“These concepts represent a transformative vision for Albuquerque’s core — bringing parks, business, and modern infrastructure that will serve our families and communities for decades to come,” said Governor Michelle Lujan Grisham. “We’re planning to create a vibrant city center that New Mexicans can be proud of.”
Concept 1 keeps the current Fairgrounds layout but adds upgraded facilities such as a multipurpose event venue, an entertainment district with retail space, a modern exhibition hall, mixed-use housing, and a 10-acre community park.
Concept 2 suggests relocating the State Fair Midway to make room for an expanded live-work-play neighborhood. It would include an arena complex, entertainment district, multi-purpose exhibition hall suitable for conferences or community events, retail areas, housing options, and a nine-acre public park.
Concept 3 proposes the most extensive changes: transforming the entire site with hundreds of homes focused around an innovation hub dedicated to next-generation technology. This concept features large event spaces, walkable main street-style retail areas, more than 20 acres of parks and open space, employment opportunities tied to workforce development initiatives for residents in Albuquerque’s International District. It would also relocate the State Fair while aiming to respect its historical significance.
Rob Black, cabinet secretary of the Economic Development Department stated: “The State Fairgrounds hold special memories for families across New Mexico. These plans are the beginning of an exciting next chapter that will revitalize Albuquerque’s International District, create jobs, boost the economy and build a space that families will enjoy for generations.”
All proposed plans maintain the existing footprint of Downs Racetrack & Casino under its long-term lease agreement.
The New Mexico Fairgrounds District Board was established by statute earlier this year to oversee redevelopment efforts intended to deliver benefits quickly within nearby neighborhoods.
